1. Why do 100% discount voucher give the error -"Payment Amount must be greater than $0"?

The Merchant facility Tax Calculation method has an option that applies tax calculations.  At this point in time, Vouchers do not work with Tax Calculations, this will be reviewed in future updates.

This is scheduled for correction in release 9.3
