This is regarding the pop-up below, if you do not get the email after the import file has finished processing:

There is a workflow under setup > workflow > Import File Notification of Processing Complete (Managed)

Please check that this is activated.

When selecting a file we get BLOB is not a valid UTF-8 string How do we create recurring payments from Import Files? What fields are required to import Credit Cards?
